On 8 September, Marija Ljubinkovic, Projects and Partnerships Manager at the World Jewish Congress's Technology and Human Rights Institute (TecHRI), led a training session in Bratislava, introducing the executive directors and senior professionals of WJC-affiliated communities to Hate Online: Preparedness and Empowerment (HO:PE), an EU-funded initiative aimed at strengthening community capacity to address online antisemitism.
Where earlier HO:PE trainings have worked with the staff and volunteers who encounter antisemitic content day to day, this session addressed the people who decide how their organisations allocate attention and staff time. The discussion turned less on individual reporting technique than on what a community-level response should look like, and who inside a community should own it.
Ljubinkovic set out the underreporting problem, then demonstrated the tool: how the browser extension and mobile application let members submit reports through a single channel, and how designated community representatives can review submissions, track what platforms did with them, and use the resulting data.
The session closed on implementation: what adopting HO:PE would require of each organisation, and what support TecHRI can provide in getting started.
