No. Although freedom of speech should mean freedom to speak the truth only, the truths about the number and manner of deaths are not all known with certainty. Where there is doubt there should be free debate.

DEBATE SHOULD BE ENGASED AND LET THE TRUTH PREVAIL

Freedom of speech should come first, not matter how much it hurts. Prevention is the best cure and there's no better way than through education, education and education.

some countries have less emphasis on free speech than we do. Germany for instance. Holocaust is a special case could legallly be prohibited there. In US it would not be legal and would be counter-productive here.

No, freedom of speech gives everyone the right to his opinion; not the right to say whatever they want. That's the correct way to word your question.
